If it turns out that it's just a rubber-dome board :

Since You are from Chile, like my cousins husband, and I'm from Denmark (!),
I'm willing to make you a very good deal on a IBM Model M however, it's born with Danish ISO-layout.

You will have to cover the shipping-expenses and the cost of a 'Spanish' key-cap set from Unicomp,
but the board itself will be a steal !
Send me a PM if you are interested ..

I think that HP keyboard is a rubber dome keyboard made by Key Tronic. I have seen another keyboard for HP that looked very much like this and was definitely a Key Tronic rubber dome, but it was all white.

I may need your help for cleaning them. Is it safe to lubricate the switches with something (ie WD-40) since they were dusty as hell?

You can lubricate but it's a lot of work if you're doing it right. Compressed air is the recommended first step for cleaning.
