Bug report: incorrect spy URL in header of invalid attachment page

Steps to reproduce:
- Open the following URL leading to an invalid attachment: http://deskthority.net/resources/image/99999
- Click the "spy" button
- Observe the URL that it links to: http://deskthority.net/resources/image/spy.php
