Key panel with MX Black "LED platform" switches

I have no idea what this is. It's a sheet metal keypad with Cherry MX Black switches, of the "LED platform" type that nobody can explain.

All 18 switches have an LED fitted, yet none of them are even wired up, so someone must have bought the wrong switch!

The unit appears to be wired as a pure matrix, without diodes; each row and column has one wire, which have all been cut:

The keycaps are very QWERkeys like. I'm not 100% sure on how they're marked, but I'm guessing engraving plus paint:

The keycaps are quite a bit like DSA profile; a KPT keycap has been placed for comparison:

Interesting. Very nice and "professional" handwiring. Nice thick keycaps, too. Is there a 1991 engraved into the plate on the fourth picture?

I have no use for the keycaps. I might pull out a switch for photography — not decided yet what I'm going to do with it.

Looks like a very well done prototype of something or other. Some type of keypad system of some kind. Really love the wiring job they did.
