Yes, that is the correct way to do it, using fn_actions. The only drawback is that you are limited to 32, but if these are enough for you then it's ok. I think that batteries decission is the best they could have done. I can't stand products with integrated, hard to replace batteries. I always decide for the product which uses the most standard ones, easy to replace. I would go for one of those if my setup did not include a Hasu's usb-usb converter...

I've seen on a second hand mobile application (wallapop, don't know how to take images from it) two clones of IBM keyboards, one is a clone of IBM Model F AT (din connector) which by the photos seems the Philips clone with space invaders, and a Model M clone with HP brand, each one sold by a few.
