Azerty keyboard used as qwerty?

Yes. The legends on the keycaps will obviously be wrong, but the keyboard will work just fine set to QWERTY.

Why don't you just try yourself ? Depending on the version you're running, ie for XP:
System settings/regional settings and speech/speech/textinput details.
bottom line: the keys that are physically available on your keyboard will alter their meaning when the text input scheme is changed ie from German to US english:
pushing the "Z" will hand out the "Y", pushing the "*+~" will hand out the "]", but on a ISO keyboard no "| or \" will be possible because the key is physically located above the ANSI enter, therefore not available on ISO boards.
