Yes, there is a difference. The MX Brown is somewhat softer and silent, which the MX Blue is not (i.e. it has an audible click) Which one is better? Nobody can tell you that, it all depends on your needs and preferences. Give them both a try, would be my suggestion, see which one you prefer.

Please specify what "blue" and what "brown" switches you are referring to.

There are Cherry MX blue, Gateron blue, Kailh blue, Alps SKCM blue, etc.
These blues are "clicky"

There are Cherry MX brown, Gateron brown, Alps SKCM brown, etc.
These browns are "tactile" - with a bump during the key press but not designated to make any clicky sound, while not designed with sound dampening in its structure.

"Silent" switches are equipped with sound dampening structure, e.g. Cherry MX silent black / red, Zilent, Healios, Gateron silent, etc. Keyboards with sound dampening include HHKB Type-S, Realforce R2 Silent, etc.

People like clicky switches generally think Alps SKCM blues are heaven - but Cherry MX blues can be crab comparatively.

People like tactile "switches" generally like the Topre capacitive rubber-dome keyboards, or some other exotic solutions such as Alps SKCM browns, Alps SKCM oranges, self-modded ErgoClears, expensive Zealios / Zilents or the now trendy Holy XXX (e.g. Holy Panda, and its copycats such as Holy red Panda and KBDfans T1).

It obviously depends whether you prefer tee (then blue is better) or coffee (in this case, definitely brown).
And if you are left-handed, you should absolutely try red switches,
while blacks are better for people with eyeglasses.
Spoiler:
By the way, the above applies only to males

I wouldnt buy either of them. Browns are boring and blues become annoying after a while. Check out some Kailh or Gateron switches.

Browns are scratchy reds.

Change my mind.
