Does the second scroll wheel ever do anything without a driver?

I've not encountered one for years — seemed like an interesting idea.

The second wheel probably does horizontal scrolling.

I think it's supposed to scroll sideways.

Without it, it's a regular up down scrollwheel.

Curious, so the driver somehow allows it to tell one wheel from the other. I'm never keen on drivers — I prefer all new features to be standardised so that they can be used without needing yet another buggy driver. I never found another program that did proper wheel scrolling acceleration like IntelliPoint does, but IntelliPoint is buggy.
