Dumb email question

Since 10/100 is bidirectional, and POP3 sends and receives on 2 different ports, why won't Outlook send and receive simultaneously?

You're thinking too technically, the reason is probably that Outlook is just a terrible piece of software!
I used Outlook 2011 for Mac for work a while ago. It's not pretty. 2016 is better, but still not fantastic. I can imagine any Windows equivalents of these versions being even worse...

its more that POP is a terrible protocol so i would not be surprised if it is not capable of doing that.
switch to imap.
Office 2011 for mac as a whole is pretty shit , you are correct 2016 is far better.
Outlook works amazingly well when you use an exchange email , if you dont its very sub par.

Too many bugs and sync problems, it really grinds my gears.

For my personal emails I use Inbox (Google) and it suits my needs almost perfectly.

That doesn't make any sense. Why would a piece of software created by Microsoft for Microsoft Windows be worse on Windows than it is on Mac?
Exchange is not a question or an option but simply a fact in many corporate environments.
You can love it or hate it but in most corporate environments it's not going to be replaced by anything.
When you have your own servers and Exchange infrastructure it actually works pretty well even with several thousand clients.
