What is the red plate? A mounting plate with stems for MX keycaps?

I bought a set of these in white from Taobao, they're ABS and Cherry but otherwise pretty cheap - pad-printed, medium thick. The red plate is plastic with molded MX stems, set came in a nice box with clear window lid and a magnet closure protective cover.

I think I paid about $35.00 USD including shipping, I used MisterTao as my buying agent.
