Programming over PS/2 does not work in 64 bit Windows due to Microsoft changing a few things,you need to use a 32 bit version of your OS,easiest way is to download a copy of 10 from Microsoft,then make a bootable copy of it on a USB drive and program the board from there. VM's will not work.

Wouldn't Cherry Tools be the program you need? Though if it's PS/2 you will need to use a 32 bit OS to program it.

I used MX Blacks for a few months on my RC128BM,I disliked them enough that I desoldered them and replaced them with blues,they weren't sandpapery though,just way too stiff.

Programming the PS/2 Tipros is a bit of a pain,I documented the method I used in my first post here- viewtopic.php?f=2&t=18949 , it's annoying but it works,I keep an old mini itx box with 32 bit Win 10 on it for when I need to redo mine.
