Some common issues are that the flippers need to be reseated, or need to be cleaned. The foam between the metal plates deteriorates over time and can gunk up the switches.

I have the german operation manual, and set up instructions for the 3178 terminal and the keyboard, and I recall one of the two states something similar to the theory here.

That doesn't look like it's just the badge with yellowed protective film to me, it looks like a domed badge of a different color. There may be a protective cover on there, but I think that's actually a gold tone badge. I found very few threads about part number 1390136 keyboards, and very few pics....
