If you mix the RP2040 with 74-series TTL, remember that the former will not tolerate 5V inputs.

A modern microcontroller costs very little to manufacture, and not much more to buy (you can get an RP2040 for pennies). There'd be very little to gain by making an MCU with 1970s-era processing power, even if it could keep up with the modern demands placed on it.
