Looks good, even if the stabilized caps seem to be sitting pretty high. The height difference in that picture is mostly camera angle thingy. They sit maybe 0,5 mm or so higher. Can't really see or feel the difference while I'm writing this. How was the fit of the switches in that plate? SMK switche...

I have external Model F AT converter with female DIN5 connector. It had exactly same symptons (all lights on, no output) when it had wires accidentally touching each other. This was caused by that female connector's plastic cover being toot tight and squeezing the wires together inside it. I solved ...

You could also figure out the keyboard matrix with multimeter, make firmware for the matrix and then hook it up to a Teensy++ 2.0 (or any similar controller with enough I/O for full keyboard sized matrix) .
