IBM Model F AT - shift/enter key issues

Hello.

Currently I'm working on restoring an IBM Model F AT that I've recently acquired. So far disassembly, cleaning, and reassembly has all gone well. However I'm currently having an issue with with the shift keys and enter key. I know the hammers are in correclty and the controller works because I can compress and decompress the springs manually or put a different keycap on them and get it to work correctly. However, when the shift and enter keycaps are placed on it they refuse to register keystrokes. Initially I believed this was due to the keys colliding with the rubber stabilizer brackets, but even after I removed them the shift/enter keys still refuse to register keystrokes with the keycaps on. Any idea what could be causing this? I don't believe the key caps are damaged in any way.

Are the stabilizers for the keys seated properly? If the keys are working with single unit keycaps, but not the larger stabilized keycaps, that could be the source of the problem.
