How to use Quest Versakey V2708

I get a Quest Versakey V2708 but the secure key and learn key can't work. It seems locked or just I don't know how to use it.
I'm sure the macro keys is work because it alredy has macros.
And dose it has win key ?

No matter what I do,the learn LED never be bright.
