No, it's a heavily yellowed Commodore keyboard sold with PC-10 to PC-40.

It's a mitsumi keyboard. Quote from mr_a500 on the subject of this keyboard :

When it's not yellowed it does look really nice, but personally I think those switches stink.

If you want caps like that with the inverse two-tone, I know there is some Cherry keyboard for Commodores with similar caps. Someone is even trying to sell one in the "How much is my __ worth?" thread, if I remember correctly!
