Personally I would go with the alternating F-row but it's certainly a matter of taste... I think I was dreaming about something like this with a keyboard-layout-editor-esque interface. Well, hold tab to cycle through lists of hundreds of keys, then hold down a couple of modifiers and move it to position it with the arrow keys.
