I read recently that Utah has basically eliminated its problems with homelessness when they realized that providing housing for the homeless was cheaper than the previous support system.
Many people do not realize that the majority of the homeless are mentally ill, and cannot support themselves independently. It's sorta a crack in our social support systems.
