Can I somehow change the behavior of Alt keys under Windows

I really don't like the fact, that the Alt key is used to access the menubar, and instead should access an alternative set of characters like they supposed to be before someone came up with the idea of the Alt Gr key. The single Alt Gr key is a bad design choice, and was the main reason I switched to English layouts for software development.

If I ever need to access the menubar with a key, I think one of the Windows keys would be sufficient one I'll have them.
