German layout is not in the PCB. It is indeed all in software. The electronics on the PCB reports the position (number) of each pressed key to the computer, and if you have German selected in your operating system then the operating system would rearrange the input to match German layout.
So in other words, you should be able to get a PCB, install its standard firmware on it (if not already pre-installed) and then just get German layout when you use it.
What is printed on the keys is just what is printed on the keys.

If you would use a configurator program (or web service) for configuring the layout with the firmware then it will display the US-English name of the key. Then you would have to figure out which German-layout key each US-English key corresponds to. Most alphanumeric keys are the same, but for instance [ corresponds to Ü, and Y and Z are swapped, etc.

There are many websites where you can buy stuff. Depends a lot on your budget. kbdfans has some good budget stuff and r/mechmarket has a lot of stuff for all budgets.

Most modern switches will fit in most modern PCBs and fit most modern keycaps as basically everything is MX-compatible.
