Maybe Canadian? It's the most close one anyway... some legends are in wrong places. Maybe an earlier standard.

It looks like a combo of two layouts, where the first is US-ANSI and the other is a layout under DOS for some other language than English. Old DOS layouts don't necessarily have to be the same as layouts under Windows today.
